Stories
Every three years the Council on Legislation meets to deal with legislative proposals called enactments that have the potential to determine how our organization conducts its affairs.  If a proposed enactment receives a favorable vote from the 530 representatives, it will find its way into the Manual of Procedure, the governing document of Rotary.

There are three enactments that are being proposed by clubs within District 6250.  The Council on Legislation receives only those enactments that are approved through the club voting process.  In addition, the enactments, if approved through that process, must be approved by the Council on Legislation, which consists of one voting past district governor from each of Rotary's just over 540 districts.

The enactments are to be voted on by each member.  This is not a vote by the club.  Thus, motions from club members relative to the enactments are not in order.

Each club member may vote to accept or reject the enactments.  The Rotary Club of Madison West Towne-Middleton will do a paper ballot on December 5, 2014.

Members who cannot attend the December 5th meeting, may vote online (CLICK HERE).  If you vote online and attend the meeting on December 5th, you will NOT receive a paper ballot, nor will you be allowed to vote again.  Online voting will end at 9:00 am on December 5th.

Organized discussion will take place at the Club Assembly on December 5th.

Meet Charlene Breunig:

It was a pleasure to sit down and talk with Charlene who is very comfortable to talk with!  I asked her to share a bit about her past history and here's what I learned.  Charlene was married young and became a mom early, having two sons and a daughter, and now has granddaughters as well!  In the work world, she worked hard in the retail area but ultimately found banking much more to her liking.  Through a cousin she was able to get a foothold at Valley Bank and grew familiar with the business side of banking, but not without a great deal of hard work.  She started on phones early on, and then moved to treasury management on the sales side and up to VP.  She is very proud and happy to be at First Bank now and truly loves smaller banks!

In the course of our discussion, I also asked her about some of her favorite childhood memories.  She especially appreciated that her parents took her and her 2 brothers everywhere!  She remembers a very happy home with her happiest memories centered on her mom baking and her dad being really into Christmas decorating.  Her extended family, cousins, were also a regular part of home life and she really enjoyed spending that time with them.  Charlene said grade school in Portage and Sun Prairie was a favorite memory, with Mrs. Wright being particularly special, very much like a gramma figure to her.  Some of her favorite things in life include her children and spending time with them in addition to watching them become individuals and watching their friend relationships mature over the years.

She said her best friend would describe her as "not as brave", and she agreed, saying she was always the safe one.  Charlene has lots of interests, and she shared her love of travel, wine, cooking and gardening with me, along with spending time with her kids! Her other interests are tied to community service through Rotary and she would like to see more emphasis and value placed on the volunteering verses donation side of Rotary involvement, a mission she's very excited about continuing, as a member of the greatest Rotary club in the world!

Thank you so much Charlene for sharing a glimpse into your life and commitment to Rotary!

Malala Yousafzai, the Pakistani teenager shot in the head for speaking out against the Taliban in support of girls' education, has been awarded the Nobel Peace Prize for 2014. Yousafzai, whose father is a Rotarian, shares the prize with Kailash Satyarthi, a native of India who has worked to combat the exploitation of children for financial gain, according to an announcement in October from the Norwegian Nobel Committee. In announcing the award, the committee praised Yousafzai for demonstrating that "children and young people, too, can contribute to improving their own situations." It noted...

Business owners and community leaders in Evanston, Illinois, USA, joined Rotary staff and family members in a celebration of the organization's cultural diversity at an open-house Rotary Day event at Rotary's world headquarters on 25 October. Rotary President Gary C.K. Huang is urging clubs and districts to hold these informal events to showcase Rotary's good work. Seeing an elderly Tibetan woman weep with joy when cataract surgery restored her vision after 10 years is the kind of moment Dave Razo will never tire of. For several summers Razo, a member of the Rotary Club of Warner Robins, Georgia, USA, traveled to rural northwest China with a team from Georgia-based nonprofit Gansu Inc., to provide free sight-restoring cataract surgery to some of the country's poorest residents. In 2012, after 22 years and 6,000 successful procedures, Gansu's founder, ophthalmologist William Conrad, retired and discontinued the organization's operations. But Razo didn't...

Rotary continues to closely monitor the latest developments surrounding the Ebola outbreak, and work with the World Health Organization, UNICEF, the U.S. Centers for Disease Control and Prevention, and other partners to respond to both polio and Ebola. Fighting disease is a priority of our members, who have organized countless projects around the world aimed at educating and mobilizing communities to prevent the spread of major diseases such as polio, HIV/AIDS, and malaria. While our response to Ebola continues to evolve, much has already been accomplished: • Through our investments in the...
